“Last week’s nor’easter shredded many of the heavy sand-filled plastic bags placed on the beach along Reservation Terrace in Newburyport on Plum Island, shown in a photo taken Saturday before the latest snowstorm moved in. City and state officials are working to find ways to curtail erosion from storms that have put many homes at risk.
