Concrete Expert Dr. Victor Saouma to Speak at C-10’s Annual Public Meeting

Dr. Victor Saouma, Professor of Civil and Structural Engineering at the University of Colorado, Boulder, will provide the keynote address at C-10’s Annual Public Meeting next Thursday at 7 pm at the Newburyport Public Library.
Dr. Saouma, who recently submitted written testimony in the case before the NRC’s Atomic Safety and Licensing Board, will provide insights to help the public understand the serious issues unfolding in our backyard.
Seabrook Station is the first nuclear plant in the nation known to be affected by alkali-silica reaction or “ASR”—a progressive, irreversible type of concrete degradation.
Dr. Saouma’s work with C-10 centers on what he sees as flawed test results that affected the safety analysis underpinning Seabrook’s aging concrete management plans. He has worked for decades on the concrete structure and material properties and has published many peer-reviewed technical articles on topics regarding concrete degradation, including a major study conducted for the U.S. Nuclear Regulatory Commission.
Diane Curran, the Washington, D.C. attorney representing C-10 in the case, will join the conversation. Curran (pictured above), is a nationally recognized expert in the field of nuclear safety and security regulation, and has spent her career litigating the requirements of the Atomic Energy Act, the National Environmental Policy Act, the Safe Drinking Water Act, the National Historic Preservation Act, and other public safety and environmental protection laws in administrative proceedings.
